Soak rice for about 1hr and dry it over a cloth
Soak black-eyed peas for 10min and drain water
Grind rice into a smooth flour, sieve it if required
Roast rice flour a little
Heat oil in a pan
Temper mustard and fry channa dhal until golden brown
Add curry leaves, green chili, ginger and fry well
Add water, salt and bring to a boil
Now add black-eyed peas, rice flour little by little and mix well, without forming lumps
Stir it until it solidifies
Switch off the flame and allow it to cool a little
Grease your hands and make patties out of the mixture thus prepared
Make a hole in the center
Steam it just like idlis for 10min
Serve hot with butter
