Instructions
Dry roast oats in a pan
Add little oil in a pan and fry onion, garlic, green chili well until raw smell goes off
Mix rice flour, roast oats and all other ingredients with yogurt and mix well to make a dough consistency [add little water, if required]
Heat oil in the paniyaram frying pan
Add little dough in each kuzhi and fry well
Repeat this until the dough completes
Serve hot with coconut/coriander chutney or sambar
