Mix corn starch, black pepper, salt, sugar along with paneer
Heat oil in a pan
Add paneer and pan fry until they turn golden brown, keep aside
for Sauce
Sauté spring onion until translucent
Add ginger, garlic paste and sauté well
Add celery and stir fry
Add bell pepper and stir fry
Add tomato ketchup, soy sauce and mix well
Simmer the flame
In a bowl mix corn starch with water with out forming lumps
Add corn starch little by little and mix well
Add salt, black pepper powder and mix well
Cook until the sauce comes to desired consistency
Add fried paneer and mix well
Add vinegar and mix well
Garnish with chopped green spring onions
