Wash and soak rice for 30min
Drain water well and fry in 2tbsp of oil in a pan until it is well roasted
Cook it with 2~3cups of water
Heat rest of oil in a pan
Add red chili and roast well
Add garlic and sauté it for 2 min
Remove them from pan and pound them along with black pepper and rock salt and keep aside
Add onion and sauté it for 2 min
Add bell pepper and sauté it for 1 min
Add the pounded chili and garlic and mix well
Add cooked rice and mix well
Garnish with grated cheese
Serve hot
