Dry roast urad dhal until golden brown and grind into a fine powder
Mix rice flour, urad dhal powder, white sesame, cumin, black pepper powder, asafoetida and mix well
Dilute salt in water and mix along with above mix little by little
The mix should be in such a consistency that it should not have lumps, should form a shape when held at the same time when pressed harder it should crumble
Make 1cm balls with above
Fry them in oil in medium flame until golden brown
